I’ve done that in the car. Not while driving tho. For public transport, try getting up 5 mins earlier.
I take public transport every day, and I see women putting on make-up at the station and on the train all the time. I assume it's because they didn't have time to do it at home, or just wanted some extra sleep time.
I'd never thought it would bother anyone, but many people actually have etiquette issues with it.
Only if someone in front of me falls asleep....
What's the difference between applying it in the car and applying it on public transport? Either way, you could avoid the necessity by getting up earlier, couldn't you?
I'm not bothered by people doing either - I'm just curious as to what the difference is to you.
