This morning, the Treasurer and I walked to school. We hadn’t done it for a while, not since our own kids were little.

Before the bell rang, we had coffee and a chat with local parents Elizabeth and Anthony about what they do to make sure their kids are at school and ready to learn.

I think we could have spent the whole day just running through the checklist.

I know exactly what it’s like. My kids are grown up now, but I remember very clearly all the items we had to buy before they started school. Books, pens, pencils, rulers and folders – the list goes on and on. And it gets harder as they get older, and start needing things like computers that seem to cost more than a small car.

That’s before you even get to the uniform shop. And there are the costs that pop up throughout the year, like excursions, music lessons and school camps. Not to mention new school shoes.

I know that the Education Tax Refund has helped a lot of families with these sorts of expenses. Each year at tax time, families could get a bit back for what they’ve spent on school costs.

But I also know that the Education Tax Refund wasn’t helping some families as much as it could have. In fact, about one million families weren’t claiming their money back, or weren’t claiming their full entitlement.

For a lot of people, it was just too expensive to pay up front for all the school costs, and then wait months to get some money back.

The other headache for parents was remembering to keep track of all those receipts so that you can claim at tax time. I know parents have enough going on without having to worry about that.

That’s why we’re changing the system and introducing the upfront, guaranteed Schoolkids Bonus.

From today, families will start receiving this extra help as part of the transition from the ETR to the Schoolkid Bonus.

For eligible families with primary school children, you’ll be receiving $409 per child and for families with secondary school children you’ll be receiving $818 per child. Then from next year, we’ll pay the Schoolkids Bonus in two separate installments – before the start of Term 1 and Term 3 – so the money is in your pocket when you need it.

This will be worth about $410 a year for each child in primary school, and $820 a year for each child in high school.

In all, the Schoolkids Bonus will help 1.3 million families to pay for school expenses.

The Schoolkids Bonus means families don’t have to fill out the extra forms, they don’t have to collect all the receipts, and for most families, it means more money in their pocket.

It’s some extra help to makes life a bit easier.

And for Elizabeth and Anthony, it made the walk to school a little lighter this morning.

    While I’m a recepient of middle class welfare (and one who’s not principled enough to send it back!) I really really disagree with the ETR. Instead of so many “bribes” I would much rather these tax benefits went towards funding our schools, hospitals, dental health scheme, affordable childare, foreign aid etc Also hate the ugly side of human nature that these handouts always bring out (see many comments below) – I didn’t get any, this family did, I didn’t get enough etc. When did we become so self-centred and so entitled? In the meantime I’m using my ETR for a much needed trip to the dentist!

      I completely agree with what you are saying Rudge. My thoughts exactly. I’m also not principled enough to send theses payments back! But why not direct these funds to where they will be most beneficial? Answer: because that doesn’t secure votes like receiving a wad of cash does.

    Our first home ( all of 10sqm – 3tiny bedrooms, no ensuite, no garage, no stainless steel appliances) was purchased before just before there was a 1st homeowners grant, but interest rates were really high.
    Our children were born before baby bonuses, and all the payments parents now get, which is partly why we only had two, even though we would have liked 3 or 4.
    We had to pay for our kids childcare, kinder, school excursions and uniforms by working, and that was pretty much that. Maternity leave? Ha – as if! Family holidays? Not bloody likely! Cars? One only!
    I don’t begrudge any of this assistance for those that really need it, but it really irks me when come election time more and more is expected – taken for granted. Try receiving barely anything other than your wages and then tell me how hard it is to support children.

      Same here Missed out. No first home owners grant, no baby bonus, no childcare rebate or paid maternity leave or any assistance when I actually left work to care for our children myself. But we didnt expect anything. And because of that we learned to live within our means. You chose not to have more kids than you could afford because you didnt expect a government rescue package! We made choices too that made our life affordable with what we had.
      Its really disgusting that we have a created such an entitled attitude amongst many of our voting public today. And because of that our political parties are prepared to throw $$$ at them just to try and win their votes. I’m all for financial assistance for those who truly need it, but the expectation of it and expecting more continually from the middle class whose own choices are often the cause of their financial problems is really selfish. If it was scaled back these people would have to make better choices to live within their means, have less children, borrow less money. Rather than expecting more government handouts to save them.

        Missed out and anon I agree with you. It didn’t occur to those of us who became parents in the early nineties (or earlier) to whinge or hold our hands out. We tightened our belts and got on with it.

          Im just so sick of these old bitter moaners who complain that they had it SOOOO tough and all young people have it SOOOO easy. So things were hard in the 80s and 90s. I get it. But just because it was hard for you doesnt mean it should stay that way.Just because you didnt get mat leave, doesnt mean its right. Life moves on. You should too.

          And for what its worth just like “missed out” we have a small house. Actually a 2 bedroom unit, no ensuite, etc etc. And I bet it cost A LOT more than what hers did back in the day. So cry me a river… We also dont get any help, but Im not complaining because Im happy for it to go to the people who really, really need it.

    I don’t feel sorry for those whinging they don’t get it, my husband works hard pays child support to his kids while we have 50% custody of his kids and fulltime to mine which btw I get no child support for my 4 so school expenses can be tough combined we have 9 kids and none together, we are low income earners with children who have special needs, please before u winge and go on about the bribe factor? the howard goverment did it first with the baby bonus to stimulate the enconomy to boost the baby numbers? or did u forget liberal did that then rudd did it to save us from a resession and did u know that america and other country’s are not in as good as a position as us! parents have costs my kids go to public schools and the school camp cost me $290! and before u start going on about fee’s for private schools I am sorry that was your choice I come from a weathy family and do not see the benefit of private schooling after i myself attended it turned me into a spoilt and rude person which i do not want i have lost my first marriage to this. so please get off your high horses and look at other families! if i can do it with nine we have done all we can even with a low income stop wanting those luxury cars and having the best of the best of everything me and my husband have old cars that run well never fiance we can shop for a family of 11 for $1000 a month and we have solor panels and obtains discounts where possible from all our providers not all of us are gamblers or going to spend out kids school money on plasma’s we claimed our education tax benfit last year and would have this year we have all the evidence at our house if u would like to see, so before ppl jump the gun and think all low income earners are druggies or just want money for other purposes think again we are good people who only care about our family and thats all that matters to us!

      Jodie, If you have your new husbands children for 50% of the time like you state then he would not be liable for ANY child support payments and if you have children with a different partner then it is up to you to get the ball rolling to make him pay his fair share.
      The child support agency’s first objective is to make the parents of the children responsible for their upkeep. It should not fall to the tax payers to be financially responsible for children who’s parents are no longer together. So, if your ex is not paying his fair share, then contact the agency and have them look into it. they have a lot of power and can look into bank records, employment records, tax records etc. They can also stop him from leaving the country if he has a child support debt.
      There are steps to take so your childen are not missing out.

        Actually it is quite likely that Jodie’s husband may still pay child support, even though he has them 50% of the time. Child support is calculated on income as well as time spent with each parent. If the kids are 50/50 with each parent, the parent with the higher income will pay some child support.

        Jackson, sometimes, it still doesn’t happen and to be quite honest you’re sometimes better off if you don’t get $2.50/fortnight or whatever they take off people on unemployment.

    No, these benefits do not affect me either – but do I harp on about it? NO.

    I’m sorry you feel so hard done by because you earn too much.
    If the repayments on your home and/or investment property/ies mortgage, rent, boat and/or car loans, etc. make day to day living unaffordable to you, despite your high income, then make some smart budget decisions – you know, less expensive car, smaller house, less recreational toys/holidays. Like the rest of us “lower income earners” already consider.

          Agree totally alyssakt! My partner earns too much for us to get FTB A so even if our kids were school age we wouldn’t be getting it… What does concern me though is the amount of ppl who will get it that don’t even bother to make sure their kids are going to school. Truancy is rife in the regional town I live in. while I know there are kids whose parents do care there are a hell of a lot of kids whose parents just don’t care. Maybe there should be another test that you only receive the money if your kid goes to school 95% of the time (obviously making allowances for illness)

    There has to be a cut-off point, when did we all become so entitled? My family won’t receive this due to income either, and we are by no means rich but I work in a field that deals with underprivileged families and I know just how lucky we are. Sure, extra cash would be nice – but I’m realistic enough to know that there are many others in more need than we are.
    I wonder if those asking “Where’s mine?” are the same who demand a budget surplus?

    Another payment we just miss out on. Seriously considering reducing my hours as it seems the more I work the more tax I pay and it’s puts my family just above the threshold to get any benefits. Better spending more time with my kids / less on child care / help at school / and can claim some of the helpful handouts! So much for encouraging Australians to work harder!

      Last year I was worse off by $2000 because I went over the threshold by $500.
      Seems silly that the cut off should leave people poorer.

    No, I wont be receiving this unfortunately as I could really use it right now,for the seemingly never ending notes that come home from school, asking for money for this and that.
    My partner, who is not the father of my child, earns too much money. I however am considered a low income earner. The father of the my child pays no child support and hasn’t done for YEARS. So whilst my partner supports ‘us’ by providing a roof over our heads, he does not and I don’t expect him to, pay for my daughter’s schooling or extra curricular activities. He does that, very willingly and generously for his children of course, and so he should. But the CSA (the most inaptly named organisation around) and the Government seem to think that now I’m in a new relationship, and my exhusband doesn’t (and wont) pay child support, that this financial responsiblity now lies with my new partner. Ummm, excuse me for being so incredulous, but why should it?

      Kristin, who ever is giving you advice regarding your child support entitlements is giving you wrong information.Even if your new partner was a multi millionaire, you and the biological father of your children are the only people responsible for their costs. Even if your new partner is a very high earner this is NOT taken into consideration when calculating child support payments. If your ex is not paying his fair share then it is up to you to take steps to notify the agency and they will, if needed contact his employees and garnish his wages. please call the agency and get correct information because what you have stated above is incorrect.

    No I didn’t get $818 today Jenny, but I’m looking forward to when I do. Winter has hit and somehow the kids have grown at the same time, its definitely going to help. So yes Anonymous I will take the “bribe” gladly, cause its going to keep my kidlets warmer sooner.

    So once again the families in the middle income bracket miss out. We relied on the education refund at tax time to allow us to buy new uniforms and shoes but alas the new system has completely shut us out. No FTB-A means no education expense payment, despite the fact that we pay just the same schooling and education expenses. Why can’t we still have the option to claim our receipts at tax time? Our higher (single) income simply means that we probably pay a (higher) mortgage, higher income tax, higher medicare levy and miss out on packages like this and the “greening australia” payment last month. We are by no means flush with cash, we manage (barely) to get from pay to pay. This whole scheme stinks of vote buying, if people couldn’t figure out who to claim the money back at tax time, then give them the option to either claim receipts or a default average amount.

      You’re kidding right?! I think they forget to take into consideration that they TAX middle income earners a bucket load! We are a one income family & while my husband is on a decent wage, we also barely manage to get from pay to pay (once all bills & rent are taken out). Really disappointed to hear that my family won’t be eligible. Can’t say i’ll be voting for labor come election time!

        Ditto, we to are a single income family and my hubby works very hard to support us we ask nothing from the government follow all the rules don’t lie and get nothing in return we by no means have money, infact friends of ours on a lower income get benefit after benefit and are better of than us because of it, and they don’t work half as hard as my hubby. I hope the people who do get it use it wisely. :(

      Even when you claimed through the tax system you had to be receiving family assistance part A to receive the rebate, so you are no worse off now than you were before.

      Yes I am with you. We won’t be getting it either because we don’t receive part A and I reckon everyone should be entitled to it not matter what you earn. We all have to send our kids to school and it is not cheap to do so. I think it stinks!!

        While I agree with your first point may I point out that the average wage is actually around $60k so a dual income ‘average’ family with 2 kids is well over the maximum FTB A threshold of $111k The threshold is not terribly high for a family living in Sydney (and before anyone jumps up and down – we live in Sydney cause that’s where the work is).

          I do actually agree with you – this is the first year we have qualified for any family tax as I’m on maternity leave, Before this, although our income was pretty respectable, we struggled also – largely because of mortgage and private school fees. Actually questioning whether the mortgage trap is really worth it?? It seems to be responsible for so much of the middle class woes. I really dislike these handouts – does seem to encourage class warfare and I woud much prefer money went into public schools, dental scheme etc Imagine how much better off we’d all be if we could afford to go to the dentist and didn’t feel we had to send our kids to private schools!

    We won’t be getting it. My husband’s & my combined income puts us out of any benefits & always as. My husband pas the top tax rate, we pay school fees & wow! We just got the letter telling us we won’t be getting the health care rebate anymore. Sucks balls

    While I totally accept that maybe keeping every receipt is a bit of a headache for parents it at least provides some evidence that the parents are spending the money on their childrens needs. Who is to say that this latest handout will be used for what it is intended? Maybe some parents will choose to go to the pub or buy a new TV while their child still goes to school without the school uniform or books they need.
    If the taxation system was too much of a hassle maybe a school administered credit scheme may have been more equitable?

      I can understand what you’re saying ( i’ve heard similar comments made about the baby bonus). But realistically, most parents would use this money for how it is intended. I know that we’ll be using the money for uniforms, fees & excursions.

      I will use mine, towards our ‘pool’ of money. I’m a single mum. I’ve already paid all the school fees, uniforms and two camps for the year, and because of this, I’ve had to put off other bills such as car repairs etc. I will use it for that.

      As am I. I heartily enjoy reading peoples responses saying that they’re going to spend the money on a holiday. No, really, it just makes me really, really happy that I pay an f-load of tax so that middle class welfare recipients can go on a lovely family holiday.

      I don’t expect handouts from the government- I can get by on my own, I just resent knowing that I’m paying for other people to go on holiday when I haven’t been able to afford one for myself in over 3 years.

      Depending on how many children you have, this means family incomes of up to about $163 885.

        I wish Kirsten. The amount you quote is for The 50% Childcare Rebate only (which has incidentally aligned with a significant increase in Childcare fees). A family with 2 children is only entitled to Family Tax Benefit A (and therefore any of the new handouts) if their combined income is less than $111,000.
